A sevillai dohánygyár közelében unatkozó katonák figyelik az utca életét, mígnem feltûnik Micaela, aki egy tizedest, Don Josét keresi. Õ azonban csak a következõ õrséggel érkezik majd. Az õrségváltást az utcagyerekek csapata kíséri, akik kifigurázzák a katonai ceremóniát. A munkásnõk kiözönlenek a dohánygyárból. A gyülevész fiatalok és a katonák mind Carment, a szép cigánylányt várják, akinek a szerelmére áhítoznak...
